Cities and buildings are made by the property sector whose actions are regulated by governments. They are used by everyone else. When those “everyones”, us, form groups to lobby government, or engage the property sector, we speak now as “end user groups”. For simplicity sake, let’s call ourselves “people”. We may be part of a group wanting to form a co-op to construct a bike friendly development, or be part of an institution or business with an interest in bicycle transport, or belong to a community group on a mission that relates to bike transport.
